Yesterday, the hospital, the Northumberland Family Health Team and others announced a plan to build a new building on hospital property.  This would be two storeys with a total of about 100,000 square feet and is expected to cost approx. $10m.  Of this, $8M would be a mortgage and $2M would be raised from investors with $400,000 so far committed.  Individuals would be asked to lend multiples of $25,000 but the interest rate was not specified.  A key part of the plan is that 21 Cobourg doctors would move into the building, occupying the entire second floor.  An agreement to do this (in principle) has been reached with Northumberland Family Health Team (NFHT) – more detail on this group below.

Of the 100,000 sq. ft., 40,000 on the ground floor would be rentable to other tenants in the health care business but the second floor would be rented by the NFHT so the project looks secure with one major tenant already committed.  NFHT is a group of 21 Cobourg doctors and other health practitioners who have teamed together as one of 200  “Family Health Teams” in Ontario and is funded by the Ontario Ministry of Health and Long Term Care with the intent of providing better access to primary health care. They feature a 24/7 hotline staffed by nurses plus participating doctors can refer their patients to special programs such as Seniors’ Wellness, Healthy Lung, Healthy Heart and Healthy Living. A number of other programs are in the planning stages (more below).

Currently, the 21 doctors work from three Cobourg locations and refer their patients to the NFHT Offices on the lower level of Northumberland Mall. With the new location, NFHT Executive director Laura Yontz told Cobourg News that these offices plus the offices of all 21 doctors would be relocating to the new medical building.  Because of lease expirations, the move date would be 2016 with construction hopefully starting late summer 2015.

That means that the three current Cobourg locations of Doctor’s offices plus the Mall offices would need new tenants.

Ms. Yontz said that it was not yet decided what the parking arrangement would be;  if the current parking lot is used, it may no longer be free for some patients.

At the press conference, it was emphasized that the request for investors was not fundraising but that it was important for the money to be found or the whole project will be shelved.

"The hospital is not able to undertake the project itself. The innovative concept developed in recent months is, instead, a community-led development on land leased to the project by the hospital," states an NHH media release.

The terms of the investments will be around 3.5 to 4% interest for a term of 5 to 7 years.
