As expected, Larry Sherwin handed in his notice of resignation dated December 7 and effective December 12. At the Council meeting tonight, Council then established the process to replace him within 60 days as required by law.  They will be going with the process laid down in a bylaw/policy which was established just after Theresa Rickerby resigned (see links below). The “Striking Committee” consisting of Mayor Brocanier, Deputy Mayor Henderson and Councillor Darling ) had several options but selected Option 3 in the staff report.  This states that Council “Choose to appoint an Eligible Elector to fill the vacancy through an established formal process “.


  • A Council Vacancy Notice will be posted on the Town’s website and in the local newspaper (Northumberland Today) for two weeks;
  • To be eligible you must be able to vote in Town elections – the Clerk will prepare a list of these – then you must complete and sign a “Declaration of Qualification/Consent to Appoint Form” no later than 4:00 p.m. on Wednesday, January 18, 2017.  No fee is required.
  • Then a notice will be published on the website indicating 1) who has submitted the form and 2) that a “Special Open Council Appointment meeting” will be held at 4:00 pm on Monday, January 23, 2017 in the Council Chambers.
  • Each eligible candidate will make a 10 minute presentation to Council in support of their application.  No Powerpoints are allowed and any written submission must be identical to the spoken presentation.
  • Councillors will vote with multiple rounds -  candidates with the least votes will removed from the next round of voting.  All voting is public. So we’ll know who was chosen at this point.
  • At the January 30, 2017 Regular Council meeting, Council will appoint the person chosen. I guess that’s swearing in!
  • At the same meeting, the Striking Committee will review the existing Coordinator Roles and recommend changes as considered appropriate.  Larry’s role of Protection Services Coordinator will go to the new councillor unless someone want to change.

So sometime after Jan 18 we’ll know who the Candidates are and on January 23 we’ll know who was chosen.  Let’s hope that Councillors choose on merit and not on “who they know”.  At least the process is open and transparent.
